01. Peel and slice the potatoes into rounds and set aside.
02. In a large pot, heat olive oil and sauté the chopped onions and garlic until they become golden.
03. Add the red bell pepper cut into strips and the tomatoes in pieces. Cook until the tomatoes break down.
04. Add the potatoes and season with sweet paprika, bay leaves, salt, and pepper.
05. Cover with water and cook until the potatoes are tender.
06. Add the fish cut into chunks and cook for a few more minutes until it's done.
07. Sprinkle with chopped cilantro before serving.
